Its apart of the QUALITY preset, it is the most optimal setting for that preset because it has a big visual impact over high. Balanced is the one I recommend most people use, quality is basically "max settings" so it only turns down things that have no noticable visual impact, balanced is the more traditional optimized settings. It's definitely not my TV brightness and is god of war, because with TV brightness it has to change it and everything is affected.
